Collin County Emergency Services District No. 1 (ESD #1) is a voter-approved political subdivision of the State of Texas established in late 2025 to secure long-term fire protection and emergency medical services (EMS) for unincorporated areas of the county.
Key Functions and Governance
Purpose: Provides a dedicated funding mechanism for fire protection and EMS to protect lives and property in areas not served by city departments.
Funding: Supported by a property tax (capped at $0.10 per $100 valuation) and, in some areas, a sales and use tax.
Governance: Managed by a five-member Board of Commissioners appointed by the Collin County Commissioners Court.
Operational Start: While established in late 2025, the district's first official budget and fire service contracts are set to begin on October 1, 2026.
